It turns out that running SFCFix twice on my laptop I was able to update to the latest version of Windows 10-1607.

I only use the laptop when I travel and could be a candidate to reinstall the OS, however the desktop is my business computer with a lot of software installed and configured that I can't afford to rebuild.
